James Moylan has made strategic moves to amend federal legislation, aiming to funnel critical funding into the region’s defense and infrastructure. The amendments proposed to H.R. 8036, The IndoPacific Security Supplemental Appropriation Act of 2024, underscore a comprehensive approach to addressing the island’s urgent needs. Moylan’s proposition includes specific allocations targeting the reconstruction efforts necessitated by the devastation left by Typhoon Mawar, enhancement of the Guam Missile Defense System, and crucial repairs to vital infrastructure, prominently including the Guam Glass Breakwater.

With damage assessments post-Typhoon Mawar soaring to an estimated 2 billion dollars, Moylan’s initiative seeks to address both the immediate and long-term security and recovery challenges faced by the island. The proposal outlines over 2 billion dollars for reconstruction, 1.04 billion dollars dedicated to fortifying Guam’s missile defense capabilities, and significant investment in infrastructure repairs and the Guam National Guard.
